Islamic Relief is a humanitarian INGO (www.irpal.ps) operating in Palestine in the fields of emergency relief and development. Islamic Relief announces the following vacancy for its office in Gaza Strip.

Title: Procurement assistant

Ref.:  PA -A – 06 -2017

Location: Gaza office.

Duration: Nine months, renewable, full time.

Deadline of applications: Wednesday, 05 April 2017

Main Duties:

  • Assist procurement coordinator in all Procurement department tasks in professional manner.
  • Assist in Analyzes and evaluates requisition forms to ensure purchases meet requirements of the IRPAL.
  • Communicates with vendors to interpret, clarify, inform and resolve procurement issues.
  • Prepare periodic reports for the purchasing process.
  • Prepare contractor and ensure compliance with all contractual terms and conditions. Takes necessary steps to resolve performance issues.
  • Assists employees in developing solicitation specifications, reviewing solicitation evaluations and editing these documents to ensure adherence to IRPAL procurement policy requirements.
  • Data entry for all procurement tendering and quotations, using required software’s.
  • Initiates and processes requests for quotations/proposals for Department purchases, researching, evaluating and making appropriate selection of commodity or service classification from the prepared vendor list.
  • Assist in Conduct solicitation process to include pre-solicitation conferences with potential vendors to clarify bid specifications, openings to determine responses, evaluation of offers and recommendation, and selection and notification to chosen contractor.
  • Assist in evaluation of proposals by chairing evaluation committees and calculating weight factors for cost proposals.
  • Assist in creates and updates vendor database files in the procurement system in order to establish authorized vendor status.
  • Represents the IRPAL Purchasing meetings by attending periodically called meetings.
  • Clarify the IR position and philosophy on purchase-related issues.

Candidates must possess the following competencies:

  • A bachelor degree from an accredited University.
  • Minimum two years of experience in Related field, preferably with international NGOs.
  • Exceptional communication skills.
  • Diplomacy, tact & negotiation skills.
  • Excellent English language skills.
  • Report writing skills.
  • Problem solving skills.
  • Working knowledge of word and excel.
