The consultant should reflect a combination of related qualifications and professional experience in career guidance, counseling, job analysis, CVs assessment, professional interviews and communication skills.<\/p>\n<p><strong>The consultant should have the following qualifications and experience:<\/strong><\/p>\n<ul>\n<li>At least 10 years of experience in monitoring and evaluation (M&amp;E) methods and approaches (including quantitative, qualitative, and participatory); planning, design and implementation of M&amp;E systems; and report writing.<\/li>\n<li>Experience in evaluating livelihood projects\/ programs, microbusiness and community development sector including experience with different donors.<\/li>\n<li>Competent in English language (The final report of the assignment shall be written in English).<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong><u>Application Procedure:<\/u><\/strong><\/p>\n<ul>\n<li>Interested consultants are invited to download the attached Terms of Reference (ToR) available <a href=\"http:\/\/www.irpal.ps\/tor\/47.2017.pdf\">http:\/\/www.irpal.ps\/tor\/47.2017.pdf<\/a> that include a detailed description of the Task.<\/li>\n<li>Interested consultants are requested to submit their technical proposal and financial offers, each in a separate sealed envelope to IRPAL-Gaza office.
